You can with any phones running Android 4.0. Just draw a square on the
phone in a clockwise direction and Talk Back will be enabled.
If you get a savvy enough sales person, they may be able to help you
install Talk Back or Spiel on an Android phone running Android 2.3.
You'll need to do your homework though. Otherwise, you could take the
phone home, and if you don't like it, return it. Make sure you
understand the return policy though, like how much time you have and
whether you'll have to pay a restocking fee or not.
