This list is about consumer electronics that are accessible and usable
by the blind off the shelf. I don't think you're question is technically
on topic for the list, but I'm sure some will disagree, and besides,
it's usually a pretty helpful list. I'd suggest taking this and similar
questions to one of the JAWS mailing lists. The two that I'm aware of are:

Are you in Windows Explorer when trying to create these folders? If so,
look at the File pulldown and the New submenu. There should be a Folder
option in there. I'd check myself, but I'm not running Windows right now.

I'd also suggest using a more descriptive subject line and not burying
your message at the bottom of so much extraneous text. I almost missed
your question.
