Well, some entities in the radio industry are lobbying the FCC to
have the inclusion of radio chip sets in phones made mandatory. This
move hasn't achieved a lot of traction yet, and its adoption is
unlikely. I don't think most phone members are that interested in
the inclusion of radio, some do, but ... phone companies and others
would probably rather have services they can make regular money off
of -- not free services like over-the-air radio.
