Beg to differ on accessibility for the deaf. There are ways to tweak
your desktop to be more verbose so that alerts and other 'hidden'
happenings don't just make a sound but shoot up persistent popup alerts
or something similar. You can also set this in some programs. As far as
some kind of automatic closed captioning for audio/video, we're still in
the dark ages.
I'm assuming you use Microsoft so here's a page about it using XP. For
