Lauren doesn't say what version of Windows she's running, but if I 
understand the question then can't this be done in windows 7 with the 
Volume Mixer? Here's a web page that talks about how you can control the 
volume of each program separately

Sorry if I got this wrong. I don't use Windows 7 very much myself, but I 
thought this was a feature in Windows 7.
