When I had an Android phone with Talk back I couldn't figure out how to get
to any of the programs without the screen jumping around from one ap to
another  I tried everything I could.  I was able to make one phone call and
sometimes, mostly after a gazillion tries, I could get something to change
in the settings.

I could never get it to connect to the network so that I coud use the S
voice feature.  I think I even asked for assistance when I had it.

it is accessible and talk back is not the only screen reader.
