This would not be a perfect solution, but the Talking Tuner app tells me I'm
"10 cents sharp", for example. Thus, "25 cents sharp" should be a
quarter-tone. It also has an option to give a numeric value for a tone,
which might be better for your purposes, but I've never tried it.
