I usually create my Gmail contacts in Thunderbird and then sync them 
with the Gmail site by using an extension in Thunderbird. The one I use 
is GContactSync. I believe such extensions exist for other email 
clients. You can also do this in the Contacts app on your iPhone, if you 
have your iPhone configured to include your Gmail account.

It's been a while since I tried to create a contact on the Gmail site, 
but I have done it in the past. It might help if you mentioned what 
operating system, screen reader and web browser you're using. There also 
might be better lists to ask this question on depending on how you're 
getting to Gmail.com, such as a JAWS list if you're using JAWS.
