Pamela, the system here works the same way.  It's a concentric circle.  One 
co-worker of mine passed the job site 3 times once!  As a result, she was 45 
minutes late.
 I also don't like the way the drivers talk to the passengers.  Talk 
condescendingly to them.  Treat them as if they are little kids.
