You could try opening it with word and see if word is successful doing 
an import.  But if the pdf form is inaccessible from the get go word 
will not be able to handle it unless Microsoft built ocr into word when 
I wasn't looking.

Best bet first before attempting to open or import any pdf document s to 
get adobe software to run a full accessibility check on it first.
