On our Panasonic landline phone handsets, the ringer volume is controlled by
the same button(s) that control the volume of the person you are talking to.
So, if you use the volume control while on a call it will adjust the sound
of the person you are talking to, and when the phone is off, the same
control/button will adjust the volume of the ringer.

You would think that someone would come up with a landline phone that would
talk inableing us to set everything up. I have a Panasonic phone where the
ringer is so soft that I can hardly hear it. No, I'm not hard of hearing.

On a real note, where can I find the Verizon digital line/FiOS codes, e.g.
