In addition to Christopher's good analysis, I'd also ask if there were any BARD or Audible books being downloaded in the background? Music or other downloads happening? A GPS type app running in the background?
Turning off the background refresh will prevent all this, so it would not be my choice for the way to solve this, as I like to be able to have things happen in the background.
Just FYI, there are two lists I know of for IOS devices for the visually impaired: IDevices and VIPhone.

I don't see that you have nearly enough information to jump to this
conclusion. When I'm debugging a problem or supporting someone, I never
just assume I know what there problem is. Instead of jumping to
conclusions, I ask questions first to get more information so I can at
least make an educated guess.
For example, in this case, the first thing I'd ask is do you have your
apps set to update automatically. This is a very CPU intensive
operation, and if you're trying to use your phone while apps are being
updated, then it'll definitely seem sluggish. I'd suggest turning off
this setting, if you have it turned on, and see if your performance
improves.
The next question I'd ask is how many apps do you have open at any one
time. IOS is pretty good about managing resources for running apps, so
this generally isn't a problem, but it can be if you have a lot of apps
open or the apps you do have open are constantly busy. Many apps,
although you'll see them in your App Switcher, aren't relay doing
anything or taking up any resources. I'd assume that this isn't the
problem in this case since River has already said they've powered the
phone off and on, so I bet they cleared out the App Switcher as part of
this process, but it would be on the list of things to ask and check out.
