My understanding is that this is an undocumented aspect of IOS that 
causes one of the components of IOS to reset. I've never used it myself, 
and I'd only use it as a last resort. I'd go through a controlled 
shutdown first by holding down the power/lock button until the dialogue 
comes up asking if you want to power down your iPhone. If VoiceOver or 
your phone isn't responding then I'd do a force reset by holding down 
the power and home button until the iPhone resets, which should take 
around 12 seconds. Both of these are documented in Apple's documentation.
