Hey Pam,

Yes, that is likely your cable card.

Cable cards are a way for 3rd party TV boxes, like a tivo, to access a proprietary cable system, like Comcast's.

This is how a Tivo can intercept cable signals and record them.

I believe that Comcast offers cable cards because they have to, not because they want to.
