I have found that the color scanner in aipoly vision app works well for me. 
This app is not just a color scanner.

You could use your phone there are several color detector apps,  They should
be able to detect different colored LEDs.

I have a rechargeable battery which I'm supposed to charge "until the red
light comes on."  Is there any way to tell about red lights on things?  I
would think not, but maybe someone has a technique?
