Keep in mind that a talking TV will have limited value if you use cable or 
satellite services. in those cases what you really need is access to those 
services.

The reason that talking TVs first came to Great Britain is that their TV 
broadcasting is mostly over the air.

This one shouldn't be too difficult to implement.  A tv that searches all
input sources and only enables those the TV finds have a valid signal for
it.  With r.f.i.d. chips in use the TV could find what devices are
available and then find which are turned on then go from there.
