[Electronics-Talk] pdf's saying "empty document"

Try unloading JAWS, and reloading it -- or reboot your computer. I have seen this message occasionally.
If none of this works, you may need to reinstall JAWS, if the OCR components didn't get installed.

If you have JAWS, you can do OCR on the document.
That message means it is an image, not text. Hit jaws key plus spacebar, then o for ocr, then d for document.
