The telegram client is available on linux for command line and graphical
interfaces and is accessible.  The graphical users will want to install
telegram purple and run telegram through pidgin.  The command line version
is run through the clients.  Two are available nctelegram and
telegram-cli.
It probably will also run on a mac but having no access to that technology
that's all I can write.  The homebrew app or fink will probably have it
available for the mac.
