An alternative may be the police app for smartphones.
>From what I've been told, it's just as good as a regular scanner. And from
what a friend told me, one can no longer hear car-to-car conversations.

Subject: [Electronics-Talk] Seeking Recommendations For a Good and Easy to
Use Radio Scanner

Hello. I'm interested in buying a good police scanner. I realize that most
of these devices don't offer much in the way of accessibility but I'd like
to find one that's easy to use and, ideally, with documentation that I can
access online to learn about the device as much as possible.
