Joseph,

Mine was plugged into a single jack.  A double jack is generally for two
phone lines and if one  wansts to plug in more than one device to access the
same phone line, they would need a splitter.  

Perhaps it's how the wiring of the original phone lines are, which doesn't
make much sense.

Leslie, where you have the double jacks is where the modem needs to be and
you also need double Jack's in the other room. You need two sets of double
jacks. In order to make this connection work. Unfortunately.
