that depends on your definition of accessible.
Probably the best of the cheaper portables I have used is the CCrane skywave ssb.
This is an am / fm/ SW / aviation receiver with the US weather band as well.
It is pretty small, has decent battery life, and is relatively accessible.
There is a direct entry keypad for tuning, buttons for band selection, and a means to charge AA NI/MH batteries. I have not attempted to engage the battery charging yet, but will be trying it soon.
I get about 20 to 24 hours listening on standard alkaline batteries.
sensativity is good, and frequency stability is reasonable.
I have the manual in text, and there is a file available on the Ccrane website which contains an audio description and major operating instructions.
