For Youtube TV,. the answer is yes, you can access Audio description. Make sure however, that you have support for 5.1 channel sound turned off first. By default on installation, it will be turned on. Go in to the Account tab, and from there, go to the settings button. Press it and go down till you see 5.1. Press to select than press to turn it off.

Now, when you get a channel for which you want audio description, you need to go down till you hear "networks. Then, go left untill you hear settings. Press this then make sure you're all the way to the left. Now, you should see your audio options. They will be primary, secondary and so on. Make your selection and there you go.

Note, you will need to do this every time you tune in to a channel. I can't speak for how any of the other services work, but, I suppose they're simlar.
