Have you tried a different voice? I use eloquence Reid and can't reproduce it.

Dennis,
I found an Apple Support article which suggested using the rotor to change
the speaking rate to resolve the issue, and for the moment switching from
"69" to "64" resolves the issue. Switching back to "69" results in the
issue returning.
I'll send Apple Support an email and pick their hive mind.
