When any of us chime in with possible solutions to a problem, we are going to be speaking from our own experience. I can confirm, for example, that one can touch a very hot surface without getting burned if it is done quickly. However, each person has to be aware of their own abilities. If one has any kind of muscle control issues this won't work. The same thing needs to be true of people who have neuropathy. One has to be aware of how that affects how they would interpret what they feel in terms of heat. In those cases, some of what has been written clearly won't work, but there might be other solutions that will work.
I have grilled with charcoal, but I don't recall exactly what Dr. Jernigan said about touching hot coals. However, there is a nuance to touching hot coals that must be considered. If a coal is real hot, one will not need to touch it because one will feel the heat when one's hand is close to it. Therefore, I doubt he was touching white hot coals. One would only be quickly touching coals if one could not feel any heat rising from them, so they would tend to be cooler coals.
Another option to detecting a burner might well be an infrared thermometer, the kind that measures your body temperature without touching the skin. There may well be other approaches if one has specific concerns with what has been discussed here. I feel very strongly that we must be open to finding solutions to problems and sharing those solutions rather than letting life pass us by while we wait for somebody else to help us. One size won't necessarily fit all, though, but that doesn't mean we can't find other solutions.

According to an associate of mine who is diabetic, diabetic neuropathy can make cold things feel hot, and hot things feel warm.
Don't get me wrong. I'm not disputing you. I'm just wondering if all ways of detecting if a burner is hot or not, have been tried. Perhaps, if possible, he could put his face over the burner--or an arm.
When I make grilled cheese sandwiches, I will feel the toasted side after the sizzling has stopped to see if all of the bread has been toasted. But I would be hesitant to touch burning coals in a grill. Those suckers can get white hot!
With that said, in order to remove my disbelief to Jernigan's claim of touching hot coals, being there would be the only way to remove my doubt.
However, a totally blind friend of mine once said he could play ping-pong. I didn't believe him until I witnessed it in person.
He said he'd lose, but he would score 11 points against his sighted opponent. And he did.

Perhaps he has diabetic neuropathy which can effect one's sense of touch. If not it's just a matter of tapping the burner until you feel heat to orient your pan.

This is straight out of an NFB Kernel Book called Tapping the Charcoal. In the article by the same name Dr. Jernigan described how he would briefly touch pieces of charcoal in a grill to determine if all of the coals were hot. I've done this myself. It works. A quick touch of a piece of charcoal or an area of a flat top stove will allow you to know if the burner is hot or cold. In addition you can locate where the burners are and determine how hot they are. And since our kitchen sink is near the stove if I need to cool off my fingers a quick dousing from the faucet does the job nicely.
As others pointed out if you turn a burner on when it starts to heat up you need only slide your pan over the heating burner to place the pan directly on it. Thank you Dr. Jernigan!
