How old is the laptop? The biggest reason I have found for lack of 11 compatibility is the security features of the processor or mother board. I forget the name of the chip right now, but it needs to be version 2.
I have a 2017 vintage Lenovo business class laptop and it is not 11 compatible, even though it is an intel i7 chip with ssd and 8 gB ram.
