What I am looking for is a program that will allow me to mark chapters like on a store bought dvd or blue-ray movie and then save it to a file and burn it to a dvd or blue-ray disc.
Does anybody know how accessible Nero software is?

 Does your computer play DVDs? If so, it can burn content on blank DVDs. Take the file you want to burn to a blank DVD, and press "Burn to Disk" with the blank DVD in the DVD drive.
