My understanding is that you can apply, as long as you are attending
college in the United States. They were people from other countries, who
won when I was a scholarship winner, but they were living and attending
school in the United States. I hope that clarifies things! Best of luck if
you decide to apply!

Thanks Nikki, you might be right.
I remember there being someone from another country who had won awhile
back, but she might have already been here.

Hello!
My understanding is that the answer is no, at least according to the rules
set forth in the NFB scholarship requirements (see below for a link.)
You must currently reside in a US state, the District of Columbia or
Puerto Rico.
Here is the link (look to the heading labeled eligibility):

Salutations students,
Is financial aid not getting the job done? Looking for a tremendous
opportunity to change that while getting mentored by Federation leaders at
our National Convention in Houston? Well we have the perfect opportunity
for you! Yes I am talking about the 2023 National Federation of the Blind
annual scholarship. This prestigious scholarship is awarded to 30
outstanding students from across the country and you could be one of them.
The National Association of Blind Students will be holding an informational
call with the Lovely scholarship committee chair Ms. Cayte Mendez next
Sunday February 26th at 6:30 PM Eastern Standard Time 3:30 PM Pacific
Standard Time. This will be a perfect time to ask questions you may have to
her and a few previous scholarship winners. To join us please utilize the
link that I have pasted below this message. We look forward to seeing you
there!
