It is also our nature to expect rapid restoration to "normality" in the lives of the victims.  But this is not reality.  The pain and suffering, and the follow-on grief will remain for years, just as they have in our country following Katrina, or in Haiti, where life has still not returned to "normal".  In Chernobyl, the city remains a graveyard, never to be restored in our lifetimes.
