At the risk of posting something that might have been previously posted, RBC 
stands for Radio Bible Class, founded by the late Dr. Martin R. De Haan of 
Grand Rapids, Michigan.  His voice was distinctively gravelly as, in his 
earlier years, he used to be a revivalist preacher and had no microphone, 
hence he had to practically yell.  Paul
