Beth I've been a eucharistic minister here in Frostburg Maryland for 6 
years.  Approaching the communion rail in the company of a guide dog does 
not constitute a reason to deny communion.  It sounds like to me that a 
person made an arbitrary decision beyond the scope of their authority.  In 
most instances, a successful remedy can be made at the pastoral level. 
However, if the pastor is a nervious nelly type and doesn't want to rock the 
boat, then his overseer in our case a Bishop would get involved.  There are 
only two grounds to deny communion and they are a recipient is in serious 
sin or the recipient has difficulty swallowing which occurrs commonly in 
people who are terminally ill.  I've seen instances where both situations 
have occurred and I worked in conjunction with my pastor.  In either case, 
it would be beneficial for your friend who I think is named Jean to be there 
and if that can't be arranged, we need to work with her to find a church 
where she can be comfortable and they can help her become a part of the 
community.
