 ARTICLE I--NAME

 The name of this division shall be National Federation of the 
Blind in

 upon the payment of five dollars ($5.00) due and payable at its 
annual
 meeting.

 Section Three: Affiliation.  Members of this division shall also 
be
 members of the NFB, and shall be entitled to all the rights and
 privileges appertaining thereunto.

 Section Four: Elections.  This division shall elect officers at 
its
 annual meeting during odd-numbered years.  Any member in good 
standing
 is eligible to vote in elections.  To be elected to an office, a
 candidate must receive a majority vote of those present and 
voting in
 the election.  If multiple candidates are nominated, the 
candidate
 receiving the lowest number of votes shall be dropped from the 
slate,
 and voting shall continue in this manner until one candidate 
receives
 over fifty percent of the votes cast.


 ARTICLE IV--OFFICERS AND Their DUTIES

 The officers of this division shall be: President, 
Vice-President,
 Secretary, and Treasurer.  The duties of these officers shall be 
those
 customarily associated with their respective offices.  A 
majority of
 the officers must be blind.


 ARTICLE V--MEETINGS

 Section One: Annual Meeting.  This division shall hold its 
annual
 meeting at the time and place of the annual convention of the 
NFB.

 Section Two: Special Meetings.  The President of this division 
may
 call a special meeting of the body at any time hestshe, or a 
majority
 of the Board of Directors, deems such action to be necessary.  
At such
 special meetings, at least fifteen (15) members must be present 
to
 constitute a quorum to transact business.  Written notice must 
be sent
 to each member and to the members of the Board at least ten (10) 
days
 prior to the date of the meeting.


 ARTICLE VI--BOARD OF DIRECTORS

 The officers of this division shall constitute the Board of 
Directors,
 and shall conduct the business of this division between annual 
meetings.


 ARTICLE VII--COMMITTEES

 The President may appoint such committees as hestshe, or the 
members
 of this division, deems necessary.  The President shall serve ex
 officio on all committees.  ARTICLE VIII--DISBURSEMENT OF FUNDS

 The funds of this division shall be deposited in a bank to be 
selected
 by the Treasurer with the approval of the President.  All 
financial
 obligations of this division shall be discharged by check, 
issued on
 order of the President, and signed by the Treasurer.


 ARTICLE IX--DISSOLUTION

 In the event of the dissolution of this division, or (for 
whatever
 reason) it ceases to be a part of the NFB, its assets shall be
 transferred to the treasury of the NFB.  In the event of the
 dissolution of the NFB, its assets shall be distributed to an
 organization of similar scope and purpose.


 ARTICLE X--AMENDMENTS

 This Constitution may be amended by two-thirds (2stc) vote of 
the
 members present and voting at any meeting of this division.  An
 amendment shall not become effective until it has been presented 
to
 the President of the NFB for review and approval.


 ARTICLE XI--NATIONAL CONSTITUTION

 In all matters where this Constitution is silent, or in conflict 
with
 the Constitution of the NFB, the Constitution of the NFB shall
 control.  The name National Federation of the Blind, Federation 
of the
 Blind, or any variant thereof, or any logo or symbol pertaining
 thereto, is the property of the NFB, and may not be used without 
the
 express approval of the NFB.
