Hi to Sandra and all others interested.

Although not Anglican myself, I know an Anglican priest am have become
interested in liturgy in general during the last several years.

I cannot help by identifying an official transcriber; but I did find
that one can download the 2019 edition of the Anglican Book of Common
Prayer (BCP) in PDF form.
https://bcp2019.anglicanchurch.net/wp-content/uploads/2019/08/BCP2019.pdf

The bad news: This appears to be inaccessible on its face--(at least
it was inaccessible when I opened the doc in Google Chrome). But if
you have a robust OCR program such as Kurzweil 1000, you could suss
out the text of this 812-page work and then turn it into Braille,
DAISY, or whichever format suits your fancy.

The 2019 edition is not available in Bookshare. It is against
copyright laws to use PDF or some other digital format as the basis
for a submission to Bookshare. So what you're looking for is not a
quick and easy solution. But you could request that someone at
Bookshare agree to scan the ink-print edition and to make it available
for free in an accessible form to the whole print-disabled,
English-speaking world that has access to the Internet.

I've also found an interesting company called Torch Trust for the
Blind which is headquartered in Leicestershire in the United Kingdom.
They claim to have an online resource via which a sight loss friendly
church (SLFC) may request materials in large print or Braille to be
produced. https://torchtrust.org/sight-loss-friendly-church/slfc-benefits/
It seems that Torch Trust serves churches corporately, not individual
worshippers individually. But I for one would be interested to hear
if they already have addressed this need for the Book of Common Prayer
in Braille, since the Church of England is headquartered right there
in their back yard--or vice versa, if you please.

Cordially,

-Kane
