I would argue for at least the equal importance of personality.

I would say that Trump has brought out a previously dark underbelly within this society which has now been given permission to come out into the light with the emergence of Donald Trump.

When someone like this is setting the example, and such a horrible racist misogynistic, etc one, it has an effect on the wider culture, consciously or not. It continues to give legitimacy to that dark underbelly. It’s the same principle of the company you keep. Eventually, if you’re not careful, bad company will create in you bad morals.
