With that, the Mayor’s Office for People with Disabilities is excited to share some exciting happenings, opportunities, and resources with you in our Fall Newsletter. > September is National Deaf Awareness Month. The Week of September 19- 25, 2022 is International Week of Deaf People 2022. Did you know many of our partners have long served the Philadelphia Deaf, DeafBlind, and Hard of Hearing (HOH) communities?

> The Deaf Hearing Communication Center (DHCC), who provides support for City sponsored events, recently celebrated 50 years of serving these communities. The Pennsylvania School for the Deaf has been a leader in this space for over 200 years! The Philadelphia Chapter of Black Deaf Advocates recently celebrated 40 years of service and advocacy for the Black Deaf community of Philadelphia as well. I encourage you to check them and others out this month, and expand how we include the Deaf, DeafBlind, and HOH communities in our work together.

> September is also National Recovery Month. Last year, I shared my own story of addiction recovery with the city in this blog post. Addiction touches every family and every community. Recovery and access to care are critical in our efforts to address this crisis. My hope remains that we as a city welcome everyone no matter their journey, no matter their struggle; to be a city built on inclusion.

> Let’s Be Frank, LLC., a sports employment agency for people with disabilities and disabled veterans has recently launched. Let’s Be Frank was founded by Frank Kineavy, a disability advocate with cerebral palsy, and Jim Krause, a longtime executive in the sports industry.

> The company is building relationships and community among their clients to facilitate successful careers in the field of intercollegiate and professional athletics. In the past few weeks, Let’s Be Frank has formalized partnerships with sports entities such as the United States Youth Volleyball League, Octagon, and AND Sports, where they will provide services filling job vacancies with qualified people with disabilities.

> Time after time, employers wouldn’t even give Frank an interview and questioned his abilities to bring value to any organization. This frustration was the duos’ call to action. “We saw a talented sector of the US labor force completely dismissed and watching from the sidelines. We decided to fill that void, ” recalls Jim. > There is new guidance from the U.S. Department of Education to help schools support students with disabilities in an equitable way and avoid discriminatory use of discipline.  Section 504 and IDEA (Individuals with Disabilities Education Act), provide protections for such students.  This additional guidance clarifies schools’ civil rights responsibilities related to disability when administering student discipline and outlines how schools can effectively provide support.
> New Guidance Helps Schools Support Students with Disabilities and Avoid Discriminatory Use of Discipline | U.S. Department of Education

> Center City Restaurant to Resolve ADA Compliance Issues
> Del Frisco’s Double Eagle Steakhouse has agreed to take steps to address the non-compliant barriers in its Center City, Philadelphia restaurant as well as each of its other locations nationwide.  After an inspection by the Department of Justice, the franchise entered into a Voluntary Compliance Agreement to resolve the ADA violations.  The review was initiated by the U.S. Attorney’s Office for the Eastern District of Pennsylvania to ensure that individuals with disabilities who dine there have equal access to the facility.

> Federal Funds To Retrofit Train Stations
>  
> In early August 2022, the Biden-Harris administration announced that $343 million will be made available to railway stations to improve accessibility for individuals with disabilities.  Roughly 900 train stations across the country that do not meet ADA compliance; many do not have elevators or ramps.  The retrofits will take several years to complete, and the tranche of funds comes from the Bipartisan Infrastructure Law.  More access equals more opportunities for everyone!
