My own experience with the NLS hasn't been quite so slipshod as that, at 
least not so far. I'm sorry it's not going more smoothly for you.

As for the politics of health care reform plan variations, I wouldn't even 
hazard a guess how one or another aspect of one or another version of 
proposed legislation might affect the funding of the NlS. I can't imagine 
quite how that might come to pass, and I don't really wish to discuss 
anything at all about the politics of health care on this blind service 
mailing list nor any others like it. I don't need the stress of partisan 
speculations and bickering, as I'm sure no one here does, including brother 
Ray. I do hope that my multiple health issues for which I'm currently under 
treatment don't bring a ghostly panel of SS-uniformed Death squad government 
agents to my door soon, but other than that, I repeat that I hope your local 
outlet for NLS library stuff gets its ass properly in gear.

there's facetiousness in some of the above, let anyone happen to miss that.

I am already on the waiting list of my local NLS network library for a new
digital talking book player, but I have been told that it could take up to
three years before I actually receive one.  The library expects to receive
its firtst batch of digital players next month, but because they are a
branch of the New York Public Library, they are notoriously slow and
inefficient.  Having listened to a number of podcasts about this device, I'm
pretty familiar with its controls and operation.  But I wouldn't put it past
the Obama administration to cut funding for the NLS to pay for his health
care plan, so I wouldn't be surprised if I don't receive one for five years.
