Hello Doris.

I know people using magic jack in Australia, Netherlands and India to call 
US. I see no problem in using it from Germany? or other European countries. 
In fact, you will be able to receive calls from your friends in US as well. 
Magic Jack gives you free incoming number with your annual subscription of 
just $20.
