It can do scripts, but the approach Apple has taken with voice over is somewhat different. It's true that voiceover does not have specific keystrokes for each application, so in some cases, yes, it might require a bit more navigation. However, the advantage here is that once you learn the voiceover commands, you can use them with every application. This allows voiceover to work out of the box with applications such as adium, which is used for instant messaging, and skype. With the windows screen readers, when new versions of these programs are released, the screen reader usually requires an update to work correctly, not so with voiceover.
