The “diskpart” utility is a command line tool that will let you create, resize, delete, and perform a variety of other disk and partition related tasks.

It is generally a good idea to be in an elevated command prompt to run a good many of the command line tools. Here is a link that explains how to achieve and elevated (administrative) command prompt.
