[gui-talk] IE 11 Issue

When going to certain pages using IE 11 with Win 7, I get a "This page
can't be displayed" error. On some sites, I am instructed to go to IE's
Internet Options, to the Advanced Tab, and to enable TLS 1.1 and 1.2. I
do this, and can access the pages during that session, but when the
computer is rebooted, those settings are again disabled. How can I get
those settings to stick? I do not have this issue when using Firefox.
