[gui-talk] identifying a speech synthesizer

The sounding board and speakout were definitely very responsive. The 
main issue I had with the sounding board was all the resources it used. 
It needed a base address and an interupt, and used the computer itself 
to do the TTS translation, actually the artic cards did too. When it 
came to synthesizers and resources, I think the double talk PC was the 
best one, it just used a port address, and you didn't have to load any 
drivers, just your screen reader. Also, all of the tts processing was 
done by the card. I think the accent also did the TTS translation on 
the card. There may have been reasons I don't know about why using an 
interupt and relying on the computer itself for the tts translation was 
better, but from a users perspective, the double talk and accent method 
seems better.
