You may need to set the menu options to "advanced" to see that item.  I think Window-Eyes usually defaults such that the advanced option is not enabled.  You should find "Show Advanced Options" if you go to the help menu and arrow down.  Like most menu items of this type, it is not a checkbox as such, so you must press ENTER to change its state.  If you go back into the help menu, it should then be checked.  Remember to press ESCAPE to leave the help menu, though.  If you press ENTER again you will change its state back to be no longer checked.  Once you have this option checked, the instructions you have should work.

The download button on Zippyshare is unlabeled and WindowEyes is unable to detect it. Here is the solution according to WindowEyes support:
Go to verbosity/browse mode/miscellaneous and set speak unlabeled graphics to yes.
Save the settings if you wish and you should find the link.

However, I am unable to find verbosity in the setting so I do not know if this will suffice.
