I spoke to my landlord. I think it is the modem & being in Victorville.
Victorville (the Southern California High Delert) doesn't have as many
internet towers as other areas. Thanks for the suggestion.

I would say, first, are you sure there is a problem? I'd log off and see if
his problem persists, but don't tell him you're logged off until he confirms
the problems persist. Then you'll know if the problems are true for sure or
not. Pursue the issue after you make sure there are issues.
