Hello:
It is a bit more complicated than that. Yes, a router with greater sophistication and capacity will help. But there is this finite pipeline which is the speed afforded by the Internet Service Provider.
How fast is the line now? Can in be speeded up? Can a more advanced router be obtained?
All of these factors come into play.

Actually, if you do a lot of streaming through your computer over a shared
network, the net effect from the perspective of other users is that the
response times on their systems increases, causing them to conclude that
their computer is being adversely affected. Multiple systems sharing a
common network do have to share over a fixed bandwidth, so the real question
is how much bandwidth is available for all of the systems in the house.

I would say, first, are you sure there is a problem? I'd log off and see
if his problem persists, but don't tell him you're logged off until he
confirms the problems persist. Then you'll know if the problems are true
for sure or not. Pursue the issue after you make sure there are issues.
