[GUI-Talk] jaws issue

I have had it happen that JAWS had not spoken at the UAC prompt for over a
minute.  I press ALT-N to say "no" and run the same thing and JAWS responds
immediately.  This is with Eloquence.  Some of these kinds of behaviors are
really frustrating.

I find sometimes you do have to wait a couple seconds or it doesn't work
though.
