They are using a third system called FMeXtra FROM VUCAST Media which 
we are using in Minnesota.  I and MN have been working with Vucast, 
formerly Digital Radio Express, since 2001 to develop their 
technology to the point where it was viable -- then to design and 
manufacture a radio.
