I think this is because he has been doing this for so lpong that he sees himself as an authority with nothing else to learn. He sees those unequal wages as no problem because he doesn't see these people as people who are holding jobs. In fact, I don't think the jobs were originally left to be jobs and, in fact, were originally strictly for training purposes maybe, but that is no longer  how they work. These people never leave.
