President Page called the meeting to order at 3:07 PM.
Stanzel reminded president page to send out President Riccobono recommendations from state convention.
Secretaries' minutes were accepted by President Page.

relief was expressed that we do not need to change our banking institution. We now have electronic banking.
July 3-8, 2024 national convention
Tabor moves grant for national convention to be $1,500 per person maximum of $18,000. Roberds and stanzel seconded
discussion held on amount in 909 account is less than $18,000 we will need to access
funds from investments.
Fuller will have checks out by the second week of May.

discussion on the draft policy on chapter's financial split to happen mid december of each year. each chapter will take inventory of accounts and turn over any excess funds over
$1,500. To be in compliance with national and IRS policy.
Question asked by Susie would this be a policy or a bylaw?
Discussion was held on the question and it was decided that it should be a policy.
Our national organization suggests that our chapters, groups, or divisions should not have over $1,500.00 in our treasury. Robert Fuller and I suggest the following:
At the end of each year, around December 15, the chapter, group, or division write any checks needed in the near future.

 If the money in the checking account is greater than $1,500.00 write a check to the NFB of Kansas, leaving no more in the checking account than $1,500.00.
Our state organization is the holder of the 501C3 number. This means that any checks written to the chapter, group, or division should be made out to the NFB of Kansas. At the end of the fund raiser the state treasurer will then make a grant back to the chapter, group, or division.
The NFB of Kansas is ready and willing to fund an activity which is deemed good for blind people.
Policy should say remitt the money over $1,500.
This brought up a discussion on what all past policies do we have in the Kansas affiliate. We decided we would have the secretary pull out all the policies compile them and keep them in a file. (Donna will help Alison compile policies.)
Tabor moved that policy be accepted with the changes made earlier. seconded by Nava no discussion motion carried.
Bruce Roberds suggested that the board report and vote on policies in January of each year. Laridda made a motion to compile policies and present them in January of each year to the board for review. Then make membership aware of policies with discrimination at request.
Seconded by Stanzel. Discussion would we vote on ! policies each year. Yes, we should vote each year. At the board's discretion the policies can come and go. The board is allowed to change policy. motion made and carried
Don Mulik asked is it possible to have fundraising checks come to the chapter treasurer
and then chapter treasurer send them on to Robert the affiliate treasurer;? It was
confirmed by President Page that should be the process.
Any donations to NFBKS should be made out to the National Federation of the Blind of Kansas. Committee updates
State convention committee
discussion held on setting policy for the youth seminar. We should require parents or guardians accompany any minor attendee.
Tabor researches how much coverage our insurance has and what other coverage we may need. For the sake of peace of mind we should get the extra insurance coverage.
add a line to the registration form that says Minors must be accompanied by a parent or guardian to attend.
Website committee report
Susie needs other people to look at the website and point out changes. The webmaster is good about making changes. The committee is working hard. Everyone check out websites and point out any issues. We do have a donate button on our website. It will need to be tested.
Fund raising update
Murphy reported that they would be postponing the popcorn fund raiser until fall.
Because of all the competition with the schools going on during the spring. Each chapter

 will have their own pop up store. When the fund raiser happens in the fall. Murphy will set up the links for the pop up stores and send them to the chapter presidents to be disseminated to their members.
President Page is appointing Anya Fuller as scholarship committee chairperson.
We will need to address scholarship amounts at the next meeting.
codes and regulations title 2 web accessibility regarding title 2 of ADA are done. archival information on government websites does not have to comply. Otherwise all government local and state must be compliant.
Wichita access advisory board over the last months we have a new lawyer on the board.
The previous 1lawyer Jay Hinkle was negative and obstructive. Jackie Butler is the new lawyer. The architecture barriers board had new rules enacted last year. rules on pedestrian sidewalk obstructions, signs constructionTom will post an explanation and the
link to the rules on home-on-the-range.
Legislative update the newsline funding bill did not pass. Our language had to be cleaned up and had to be reworked. We did not get a hearing and we ran out of time. The newsline bill was amended to include a bill that would combine 2 libraries in Cowley county. This turned out to be controversial. We will have to start next year with a brand new bill.
Sen. Ware has worked with Sen. Clays to add to the omnibus bill for newsline.
Tabor will be sending out the current state constitution to the board to review and make corrections and update. watch your emails.
