elements — the "whereas" clauses and the "Be it resolved"
clauses. The "whereas" clause or clauses, spell out a problem
experienced by the blind, and the "Be it resolved" clauses propose a
solution to the problem. Therefore, all resolutions must include at least one
"whereas" and at least one "be it resolved" clause.</span></p>

Access Advisory Board (WSCAAB) at its meeting on April 24, 2024, and adhering
to the duties and responsibilities imposed by its bylaws to advice the city and
county elected leadership on matters concerning persons with disabilities, we
respectfully request that the matter of the Kansas State Disability Waiting
Lists be addressed with urgency within the county's next legislative agenda.   </span></p>

<p class="MsoNormal" style="margin:0in 0in 8pt;line-height:107%;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-family:Arial,sans-serif;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial">In essence, these waiting lists, in their construction and by
their very nature, are not merely a delay in the provision of services, but
constitute an actual denial of benefits, given the length of time to receive
services. A recent publication indicated that there are 5, 279 persons with
disabilities waiting to receive services under the intellectual and developmental
disabilities (I/DD) waiver program, and another 2,382 persons with disabilities
waiting to receive services under the physical disabilities (PD) waiver program.
Sadly, the wait for our citizens to receive these services extends beyond ten
years.   </span></p>

<p class="MsoNormal" style="margin:0in 0in 8pt;line-height:107%;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-family:Arial,sans-serif;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial">Although the legislature has recently proposed funding to
alleviate the wait for approximately 250 persons with disabilities, with a cap not
to exceed 6,800 persons with disabilities in the future, enrollment rates will
soon be outpaced by the needs of others who are just now joining the ranks of
the terminally waiting. These cruel waiting lists should not exist.”</span></p>

<p class="MsoNormal" style="margin:0in 0in 8pt;line-height:107%;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-family:Arial,sans-serif;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial"> </span></p>

the great state of Kansas is bring back services that the disabled and blind
and low vision community needs.  I cannot
stress this enough this is a solution to have the disabled community and the blind
community come together as one and bring services and tell our legislators that
we need services and housing altogether. I am so excited to tell my story and mark
when the federation of Kansas delegation and the disability community at large.

It's hard to believe that the 2024 state convention is a mere 2 weeks from now. So the time is ripe to begin preparing resolutions to be vetted by the resolutions committee. In the Federation, resolutions are not just written, voted in, and then forgotten. Rather, they are the official blindness policy declarations of our organization and movement.<br>
