Teal and All,
    Just as a point of clarification and accuracy, guide dogs are not 
required by Federal law to be wearing a harness in order to gain access nor 
are you required to present identification under these laws. There may be 
some states that have such provisions in their statutes, however, such 
provisions are unenforceable. The Principle of Supremacy states that no 
entity may make a law, ordinance, or policy that is more restrictive than 
that of a higher (supreme) entity. They may make those which are broader. 
For instance, the ADA does not provide access to trainers of service 
animals, but several states have such provisions in their statutes.
    Though this is not a guide dog list, I believe it is an important issue 
for us to discuss so we can be more effective advocates for ourselves, our 
fellow blind people, and our clients. If you have any specific questions 
concerning guide dogs related to the topics relevant to this list, I would 
be happy to answer them to the best of my ability and competency!
