[humanser] Drivers license requirement for employment

In working with my agency, they stated that an essential function of my job 
was paperwork.  I had an advocate who advised me that my essential function 
was to see clients and provide treatment.  When the agency said the Federal 
government required electronic health records, the advocate stated that the 
government does not specify who needs to put the records in to the 
electronic files.
